One of my biggest learnings about authorities and human nature during "war-like times," unlike peaceful times, is to never listen to what they say, look at what they do, and look at the interests of those involved. Just my opinion:

• For example, China's interests is in revitalizing its economics and convincing people to go back to work. The US is cautious about the 2020 election and the stock market, therefore, "don't test, don't tell" became a strategy. Same with Japan due to the upcoming 2020 Summer Olympics. The DPRK and Iran don't want to disclose their actual numbers for the reasons we know. Countries in SE Asia (except for Singapore) and India just straight out have cost-issues with testing, thus, prayers and home remedies are often the placebo action taken against this; it could also be that warmer climates might be in their favor?
• Let's not even talk about the WHO.
• Therefore, choose which country you are looking the numbers at.

It's also a paradox and a balancing act between three factors: containing the spread of the virus, ensuring economic and supply chain stability, preventing overcrowded and exhaustion of medical resources. You kinda can't have all three at the same time.

Oh, and don't forget public fear involved in this, ironically, nothing is more contagious than our own thoughts, even though sometimes they are false.

No virus will probably spread like fear, panic, and false information. What are the actions that the public will take under this sentiment? The government must ensure the fuel of supplies coming in to prevent civil unrest.
